Kelly grew up in Mission Viejo, California and attended Trabuco Hills High School. She later gained a BA in Communications from University of Maryland, College Park then moved to Arkansas where she is studying for her MA at University of Arkansas, Little Rock.
Kelly is a Second Lieutenant in the Air Force is currently working as deputy chief of Public Affairs for the 314th Airlift Wing at Little Rock Air Force Base. She has previously worked as an intern at the press desk of the Office of the Secretary of Defense at The Pentagon.
This was Kelly's first attempt at a Miss USA state title, although she has competed in the Miss America system in both Maryland and Arkansas. In 2004 she represented Maryland in the annual Miss National Sweartheart competition, competing alongside other runners-up from various Miss America state pageants.
